An Straitéis 2002 – 2012 Integrated County Strategy for Social, Cultural and Economic Development

Donegal CDB launched an Integrated Social, Cultural and Economic Development Strategy for County Donegal , An Straitéis 2002 – 2012.

The Strategy sets out an overall framework within which all development and the delivery of public services can occur. The Strategy details key strategic objectives across a number of sectors, including enterprise, tourism, marine, forestry, youth and children, social inclusion, lifelong learning, health and housing, to name but a few. The Strategy is being implemented by the members of the CDB from the local authority, local development, state sector and social partners (including the community and voluntary sector). County Profile 2002

In order to effectively inform the development of an Integrated County Strategy for Social, Cultural and Economic Development, Donegal CDB through the Community, Culture and Enterprise Unit, produced a detailed County Profile in 2001 / 2002. The profile is a comprehensive document covering the following areas:

·         Physical Infrastructure

·         Demography and County Donegal

·         Economy of County Donegal

·         Local and Community Development

·         Key Social Indicators for County Donegal

·         Social Infrastructure

·         Cultural Profile of County Donegal

·         An Ghaeltacht and the Irish Language in County Donegal

·         Cross - Border

Work has commenced on the preparation of a Social, Economic and Cultural Profile of the County based on the 2006 Census.  Fact Sheets have also been produced and will continue to be disseminated by the Research Unit on key areas emerging from the Census.

Donegal County Atlas 2001

In order to inform the development of the County Strategy, a series of key questions had to be answered by the CDB and all stakeholders involved in the process: i.e. What kind of area is County Donegal ? What is the broad economic, social and cultural situation of the County and its citizens? and Where has it evolved from?. In order to build a comprehensive picture of the County, Donegal CDB prepared a series of publications, including the County Atlas 2001.

The Atlas contains a series of maps, developed in conjunction with the Information Systems Section of Donegal County Council. The maps have been produced using MapInfo GIS Software. The Community, Culture and Enterprise Unit, Donegal County Council undertook an extensive process of information gathering and consultation with key service deliverers and agencies in the County to collect all of the data contained within the maps. This information has also been used to produce a comprehensive County Profile 2001, which should be read in conjunction with the Atlas.

More specifically, the areas profiled in the Atlas are:

Given the significant Gaeltacht population and area in County Donegal , much of the content of the Atlas is presented in a bi-lingual manner.

Work has now commenced on the preparation of a County Atlas based on the 2006 Census results.

Audit of Social Inclusion Measures

A Social Inclusion Measures [SIM] Co-ordination Group was established in November 2000. This SIM group undertook an Audit of Social Inclusion Measures in July 2001. This was launched by the Minster for Rural Development, Eamon O Cuiv, T.D., in November 2001.

The report made recommendation as to the co-ordination of Social Inclusion resources and effectiveness in the County. Copies of the report are available by contacting Community, Culture and Enterprise Unit, Donegal County Council. Tel: 074 9172531.

  


Review of the County Development Board 2005

A review of the Donegal CDB was undertaken in 2005 at the request of the Department of Environment, Heritage and Local Government. This review examined the CDB process to date and also highlighted the work programme of the Board going forward. This review provides a useful insight into the work of the CDB since the launch of An Straitéis, in 2002

 


Gender Proofing Handbook  

October 2002  

The Gender Proofing Handbook has been produced on behalf of Donegal, Galway, Offaly, Roscommon, Sligo and Westmeath County Development Boards. The handbook was funded by the NDP Gender Equality Unit in the Dept. of Justice, Equality and Law Reform. The handbook is intended to provide information and practical assistance to those planning to gender proof development strategies or plans. They may be applied to a wide range of policies and programmes.

Energy Audit Baseline Report in County Donegal 2007

The development of renewable energy sources, together with measures aimed at a reduction and more efficient use of energy, are priorities, locally, nationally and at European Union level, on both environmental and energy policy grounds.

Future economic development is dependent on a secure energy supply infrastructure that can meet social needs in an environmentally acceptable and sustainable manner.  This must take into account any current inadequacies in the energy infrastructure, depleting fossil fuel resources and the full external costs associated with emissions arising from their use, as set out in the Sustainable Energy Green Paper and the National Climate Change Strategy.  In addition, under the Kyoto Protocol, Ireland is required to reduce greenhouse gas emissions to 13% higher than 1990 levels by 2012.

This sector is recognised by Donegal County Development Board (CDB) as a priority area and the goals and related objectives as set out in An Straitéis 2002-2012, CDB Integrated Strategy for Social, Cultural and Economic Development in relation to the Energy Sector, provide the basis for this report.

An Evaluation of the present and future importance of Agriculture to the economy of County Donegal 

Agriculture will continue to play a key role in Rural Development in Ireland, despite evidence that it now takes the form of attracting EU transfers rather than adding value to Irish resources. The new CAP reform proposals will fundamentally change the way agriculture is supported throughout the EU, paving the way for a more competitive industry. In County Donegal, there is evidence of high dependence on these public transfers, declining numbers of farms and employment and low levels of competitiveness. There is a trend towards part-time farming, and this progression will be accelerated with the onset of the new reforms. Farming must become more competitive in terms of cost effectiveness and diversity, if it is to survive in its new environment. These farmers require support to facilitate this transition. In addition, those farmers who will now exit the market need support to enable entry into the non-farming environment. The Agricultural Sectoral Forum of the Donegal County Development Board will have a key role to in the targeting and provision of these essential services.

This research paper was completed in August 2003 as a thesis for the degree of Master of Economic Science of the National University of Ireland, Galway.

The Western Region: Key Statistics 

The Western Region: Key Statistics provides a brief social and economic profile of the Western Region.  It includes data on population, employment, education, income, enterprise, economic sectors and infrastructure.  These data illustrate the current situation in the region, relative to the national experience, as well as the changing trends in the areas covered.  Where relevant, data from the Census of Population have been supplemented with information from other sources to ensure a more complete picture.

The Western Region: Key Statistics is organised around seven themes capturing key aspects of the social and economic situation in the region.  The data are usually presented in both chart and supporting table format.  Maps are included where relevant and available.  In most cases data for each of the seven western counties and the Western Region as a whole are included.  Data for the state are also provided for comparative purposes.

The WDC has compiled The Western Region: Key Statistics for a wide and varied audience.  They hope it will prove useful for government departments, local authorities, development agencies, public representatives, community groups, business people, researchers, teachers, students and anyone with an interest in the West of Ireland.

Lone Parents Guide

In 2006 Donegal County Development Board secured funding from the NDP Gender Equality Unit of the Department for Justice, Equality and Law Reform under the Initiative for Lone Parents. This Initiative aimed to raise awareness of the labour market needs of lone parents and to develop effective joined up approaches to meet these needs at local level.

The research presented an opportunity to examine the personal and organisational factors which can enhance or inhibit a lone parent from taking up or remaining in employment. It is proposed that the learning from this Initiative will inform national policy on the labour market integration of lone parents, as well as local approaches for engaging with this client group.

Wood Energy and Local Authorities: Donegal Case Study

The following report outlines the experience of the Community & Enterprise (C&E) Division of Donegal County Council, working in the context of the County Development Board (CDB), to support the growth of the local wood energy sector.  It is hoped that by documenting this experience we can firstly, highlight the potential benefits and outcomes from local authority involvement and secondly, inform on the role of local authorities in supporting the wood energy sector.

This report is a recommended action under the Western Development Commission’s (WDC) Wood Energy Strategy and Action Plan.  The WDC delivered this report in partnership with the C&E Division of Donegal County Council.

Donegal Community in Touch E-zine

The Diaspora project was part of the North West Economic Partnership Project and was a collaboration between Donegal County Council and Derry City Council, Donegal County Enterprise Board and North West Marketing.  The project was aimed at people living and working in other parts of the country or the world who wanted to return at some point and aimed to encourage individuals to come back to work, set up a business or be influential in an investment decision into the region.  A key output of this project was the compilation of an extensive database of worldwide Donegal diaspora contacts. 

Following on from this project, Donegal County Council, in collaboration with Donegal County Development Board, have produced a publication entitled “Donegal Community in touch” which will provide a source of information for those who have moved away from Donegal and who wish to be kept informed of local news, the business community, education and learning opportunities and upcoming events and activities of interest.
